No person, firm or corporation shall permit grass, weeds or other rank vegetation to grow on any land owned, leased or occupied by him or it to a greater height than one foot.
Any person, firm or corporation upon whose land there is any grass, weeds or other rank vegetation more than one foot in height shall, within five days of notification by the properly designated officer of the Borough of West View, remove or cause to be removed said grass, weeds or other rank vegetation.

In case any person shall neglect, fail or refuse to comply with the notice provided for in § 110-2, within the period of time stated therein, such grass, weeds or other rank vegetation may be removed, trimmed or cut by or at the direction of the Borough. The cost of such work, with an additional charge of 10%, shall be collected by the Borough from such person in default, in the manner provided by law.

Any person, firm or corporation violating the provisions of this article shall, upon conviction thereof, in a summary proceeding, forfeit and pay a fine or penalty of not less than $5 nor more than $300, plus costs of prosecution, and in default of payment of the fine and costs, shall be subject to imprisonment for not more than 30 days, for each and every day said person, firm or corporation fails or neglects to remove said grass, weeds or other rank vegetation after the expiration of the five days' notice hereinbefore provided, which fine or penalty shall be collected in like manner as other penalties are now collected.

It shall be unlawful for the owner or owners, lessees or occupants of premises to permit trees, ornamental trees, hedges, shrubbery, vines, bushes, ornamental shrubbery and flowers on private property to project into any sidewalk, highway or thoroughfare within the limits of the Borough of West View, nor shall said vegetation be higher than three feet or located within 15 feet of any intersection of any sidewalk, highway or thoroughfare within the limits of the Borough of West View so as to endanger the traveling public, and the same is hereby declared a public nuisance.
In the event that any owner or owners, lessee or occupant of premises within the Borough of West View fails to remove or cause to be removed any overhanging or projecting tree, ornamental tree, hedge, shrubbery, vine, bush, ornamental shrubbery and flowers as set forth in § 110-5 hereof, the Borough Manager shall give five days' notice in writing to said owner or owners, lessee or occupant to remove the same, and in the event said owner or owners, lessee or occupant fails to remove the same and abate the nuisance, the Borough shall remove and abate the nuisance at the expense of said owner or owners, lessee or occupant of the premises. Such expenses, together with costs, shall be recovered by the Borough of West View as provided by law for the collection of municipal claims, in addition to any other penalties provided by this article.

Any person or persons violating the provisions of this article shall, upon conviction thereof before a Magisterial District Judge, be subject to a fine of not less than $5 nor more than $300, plus costs of prosecution, for each offense, and in default of payment thereof, shall be committed to the Allegheny County Jail for a period of not more than 30 days.
