The Borough hereby adopts in its entirety the standards, rules and regulations promulgated in and by the Building Officials and Code Administrators' Basic Housing and Property Maintenance Code and the revisions and amendments thereto. A complete copy shall be on file at the Borough Hall at all times hereafter.
The Borough Manager and/or the Building Inspector shall be responsible for all forms necessary for the administration of this chapter and may adopt and enforce regulations relating to any matter pertaining to the administration of this chapter, including but not limited to the imposition and collection of fines.
A. 
Unless otherwise provided in this chapter, any person, firm, corporation or association who shall violate any of the provisions of this chapter or of the Building Officials and Code Administrators' Basic Housing and Property Maintenance Code and the revisions and/or amendments thereto, or who shall fail to comply therewith, or who shall violate or fail to comply with any lawful order made thereunder by the Borough Manager of the Council of the Borough of West View or a court of competent jurisdiction within a fixed time herein shall severally for each and every such violation and noncompliance respectively be guilty of a summary offense, punishable by a fine of not more than $300, plus costs of prosecution, and in default of the payment of the fine and costs, by imprisonment for not less than five days nor more than 30 days in the Allegheny County Jail.

B. 
The imposition of one penalty for any violation shall not excuse the violation or permit it to continue, and all such persons, firms, corporations or associations shall be required to correct or remedy such violation or defect within a reasonable time, and when not otherwise specified, each 10 days that prohibitive conditions are maintained shall constitute a separate offense.
C. 
The penalties and remedies set forth herein shall not act as a bar to any action that may be taken pursuant to general municipal law, the Borough Code or any civil or equitable remedy.
D. 
In the case of firms or associations, the penalties may be imposed upon the partners or members thereof; and in the case of corporations, upon the officers thereof.
