As used in this article, the following terms shall have the meanings indicated:
BICYCLE
Shall include every device propelled by human power upon which any person may ride, having two tandem wheels, either of which is over 20 inches in diameter.
Every bicycle owned wholly or in part by a resident of the Borough of Northampton, except such as are carried in stock by dealers, shall be registered with the Police Department. It shall be the duty of the owner to furnish a complete description of each bicycle on an application form provided for this purpose, which upon approval shall constitute registration. Registrations shall be serially numbered and filed as a public record.

The Police Department shall, upon registration of a bicycle, affix an identification tag, serially numbered to correspond with the registration of such bicycle. Such tag shall remain affixed unless removed for cause or replacement. A charge of $0.50 shall be made for the registration and tagging of each bicycle. A charge of $1 shall be made for reregistration at other than the dates announced therefor by the Chief of Police.

Registrations shall expire every two years on the first day of June beginning on the first day of June 1972, and no extension of this time shall be provided except for reason upon order by the Borough Council or by the Mayor. Reregistration can be made within 30 days prior to the expiration date on the dates announced therefor by the Chief of Police; provided, however, that current reregistration shall be made as soon as possible on the dates announced therefor by the Chief of Police.
Within 10 days after any bicycle registered hereunder shall have changed ownership, or been dismantled, such information shall be reported to the Police Department by the person in whose name the registration was made.
It shall be unlawful to ride a bicycle upon any street or public place within the Borough, unless said bicycle shall have been properly registered and tagged as herein provided.

Any person who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine not exceeding $600 and costs and, in default of payment thereof, shall be subject to imprisonment for a term not to exceed 30 days.
