A Revitalization Board is hereby established which shall be
known as the "Doylestown Revitalization Board."

The purpose of the Board shall be to preserve and enhance the
historical, cultural, residential and commercial attributes of Doylestown
Borough for the benefit of those who live in, visit and work in the
community.

The Board shall have the authority to take such actions, conduct
such programs and events and otherwise function to carry out the purposes
of the Board including the authority to:
1. Create and fill nonmember volunteer positions as it deems necessary
or appropriate.
2. Engage in fund-raising activities.

1. The Board shall consist of 15 members who shall be appointed by Borough
Council. Initially, Borough Council shall appoint five members to
serve for a term of three years, five members to serve for a term
of two years and five members to serve for a term of one year, said
initial terms to expire three years, two years and one year, respectively,
from January 1, 1999. At the expiration of the said initial terms
and thereafter, Borough Council shall appoint, or reappoint as the
case may be, members to serve for a term of three years.
2. Members of the Board shall serve without compensation. Only appointed
members of the Board shall have the right to cast a vote during proceedings
of the Board.

1. The Board shall meet at least once each year during the month of
January at which time it shall organize and elect from its own membership
an Executive Committee consisting of a Chairperson, Vice Chairperson
and the Chairpersons of each standing committee of the Board who shall
serve for a term of one year and who may succeed themselves.
2. There shall be three standing committees of the Board, to wit: an
Economic Development Committee, a Design Committee and a Communications
Committee. Each standing committee shall consist of at least four
members appointed by the Chairperson of the Executive Committee. The
Chairperson of each standing committee shall be elected from its own
membership.
3. The Board may adopt such rules, regulations and bylaws, consistent
with this Part 3D, as the Board deems necessary for the proper conduct
of its meetings and the efficient administration and operation of
the Board.

The Board shall, on or before September 30 of each year, submit
a proposed budget for the following calendar year to Borough Council
for its consideration and approval. All expenditures made on behalf
of the Board shall be in accordance with the approved budget.

The Borough shall fund all or any part of the operations and
activities of the Board from the general fund of the Borough, as the
Borough may determine, including the provision of paid staff to assist
the Board in carrying out its purposes. It is the intention of this
Part 3D that the Board may engage in fund-raising activities which
are approved by Borough Council in order to raise funds to partially
finance its operations and activities.

All funds raised, generated or otherwise received by the Board,
from any source whatsoever, shall be promptly transferred to the Borough
and all such funds shall be deposited by the Borough Treasurer in
a separate account to be known as the "Doylestown Borough Revitalization
Account." The funds in said account shall be used solely for the purposes
of the Board and shall be disbursed by the Borough Treasurer. All
disbursements from the said account shall first be approved by Borough
Council in the same manner as other funds of the Borough are disbursed.
