As used in this chapter, the following terms shall have the
meanings indicated:
The man-made impoundment of water for the purpose of lakes,
ponds and stormwater basins.
Any structure intended for recreation bathing that contains
water not exceeding 24 inches (610 mm).
Any structure intended for swimming or recreation bathing
capable of containing water over 24 inches (610 mm) deep. This includes
in-ground, aboveground and on-ground swimming pools, hot tubs and
spas.
A.
No person shall drain, empty, pump or allow to drain directly or
indirectly onto any other person's property any water from any
swimming pool, bathing pool or artificial body of water without the
consent of such person.
B.
Prohibited discharge and pumping.
(1)
No person shall make, cause or cause to make or allow discharges
of any liquid or substance, directly or indirectly, into any storm
sewer, except for stormwater or except as provided by this chapter.
(2)
Exceptions.
(a)
Dechlorinated swimming pool and bathing pool discharges, subject
to compliance with the following requirements of Lower Moreland Township
and guidelines established by the Pennsylvania Department of Environmental
Protection (PA DEP).

Discharge and pumping of a swimming pool or bathing pool shall
be directed to a public street with paved curb and gutter lines only.
No drainage shall run onto any sidewalk and pumping shall be accomplished
through use of a filter pump only, which pump is to have a rate of
flow not exceeding 15 gallons per minute.
(b)
Any discharges allowed under a granted permit to such person
issued by the Commonwealth of Pennsylvania or any agency of the United
States.
Any person or persons violating any provision of this chapter,
upon summary conviction thereof, shall be sentenced to pay a fine
of not to exceed $600 for each and every offense, together with the
costs of prosecution, provided that whenever such person shall have
been notified by the Township or by service of legal process, or in
any other way, that he or she is committing such violation, each day
in which he or she shall continue after such notification shall constitute
a separate offense punishable by like fine or imprisonment.
