There is hereby adopted by reference in the County of Carroll
the Virginia Uniform Statewide Building Code, the provisions of which
are adopted and shall control all matters concerning the construction,
alteration, addition, repair, removal, demolition, use location, occupancy
and maintenance of all buildings and all other functions which pertain
to the installation of systems vital to all buildings and structures
and their service equipment, as defined by the Virginia Uniform Statewide
Building Code, and shall apply to existing and proposed buildings
or structures in the County of Carroll.

No permit to begin work for new construction or other building
operation shall be issued until the fees prescribed in this section
have been paid. A two-percent building permit fee assessment as required
by the Commonwealth of Virginia shall be added to the cost of building
permits. Such assessment shall be submitted to the Department of Housing
and Community Development on a quarterly basis. The fees shall be

A.
The owner of a building or structure, or any other person, may appeal
from a decision of the Building Official refusing to grant a modification
of the provisions of the Basic Code covering the manner of construction
or materials to be used in the erection, alteration or repair of a
building or structure to the Board of Appeals. Application for appeal
may be made when it is claimed that the true intent of the Basic Code
or the rules legally adopted thereunder have been incorrectly interpreted,
the provisions of the Basic Code do not fully apply or an equally
good or better form of construction can be used.
B.
The Board of Appeals shall be appointed and function in conformance
with the BOCA Basic Building Code and the administrative amendments.

Mobile homes equipped by the manufacturer with a system of tie-downs
shall be attached vertically and diagonally to a system of ground
anchors in a manner adequate to resist wind overturning and sliding.
Mobile homes not equipped by the manufacturer with a system of tie-downs
shall be anchored in a manner deemed adequate by the Building Official
of Carroll County to resist wind overturning and sliding.
The provisions of this article shall be enforced by the Building
Official of Carroll County and/or other officials of the Department
of Building Inspection.

Any person who shall violate the provisions of this article
or the provisions of the Virginia Uniform Statewide Building Code
or who shall fail to comply with any of the requirements thereof or
who shall erect, construct, alter or repair a building or structure
in violation of an approved plan or directive of the Building Official
or of a permit or certificate issued under the provisions of the Virginia
Uniform Statewide Building Code shall be punishable as provided in
§ 36-106, Code of Virginia.
