The Mayor shall appoint a solicitor for an indefinite period. The Solicitor shall be a person or firm of persons licensed to practice law in Pennsylvania. The Mayor may remove the Solicitor at any time, with or without cause.
The Solicitor shall be the chief legal officer of the City and shall furnish legal advice to the Mayor, City Council and City Manager concerning any matter arising in connection with the exercise of their official powers and duties. The Solicitor shall have the right to access the records of any officer, department, board or commission of the City as necessary in the performance of his/her duties.
City Council shall have the authority to appoint a solicitor to represent its interests in the event of a dispute or conflict between the City Council and the Mayor. This Solicitor shall be only permitted to be employed to work for City Council on a specific issue for a defined period of time.
The Mayor shall set the compensation of the Solicitor with approval of City Council.
