Within 12 months after the effective date of this Charter, the Transitional Committee shall propose and adopt an Administrative Code for the City government consistent with the provisions, spirit and purpose of this Charter. At any time, and from time to time, the City Council may adopt, by ordinance, amendments to the Administrative Code at least two years after initial adoption.
A. 
The Administrative Code shall set forth the organization and administrative structure and procedures of the City government and shall include, among other things, an enumeration of departments, offices and other administrative units of the City government and the division of powers among them; the internal procedures for their operations; the duties of the department heads and their relationship to the City Manager and/or Mayor.
B. 
In addition, the Administrative Code shall, at all times, make adequate and specific provisions for, but not be limited to, the following:
(1) 
Code of Ethics.
(2) 
Conflict of Interest.
(3) 
Personnel Policy.
(4) 
Procurement Policy.
(5) 
Competitive Bidding Process.
(6) 
Interim Administrative Department Structure and Process.
(7) 
And any other policies, rules, regulations, and procedures necessary and desirable to the efficient administration of the City.
