This chapter is enacted for the following purposes: to assure sites suitable for building purposes and human habitation and to provide for the harmonious development of the City of Warren; for the coordination of existing streets with proposed streets, parks or other features of the official street plan of said City; for ensuring adequate open spaces for traffic, recreation, light and air and for the proper distribution of population, thereby creating conditions favorable to the health, safety, morals and general welfare of the citizens of the City of Warren.

The regulations adopted by this chapter shall be known as and may be cited as "Warren City Subdivision Regulations."
The approval of any subdivision plan shall be based upon considerations as set forth in § 415-1 of this chapter, and approval shall also be based upon the following considerations:
A. 
Recognition of a desirable relationship of the development proposed to the general land form, topographic and geologic character, to natural drainage and surface water runoff, and to the groundwater table.
B. 
Recognition of a desirable standard of subdivision design, including adequate provision for pedestrian and vehicular traffic, and for suitable building sites for the contemplated land use.
C. 
Preservation of such natural assets as ponds, streams, shrubs, trees and watershed areas.
D. 
Provisions for adequate and safe water supply, sewage disposal, storm drainage and other utilities.
No subdivision of any lot, tract or parcel of land into one or more additional lots, tracts or parcels for residential, commercial or industrial purposes shall be effected; no street, sanitary sewer, storm sewer, water main or other facilities in connection therewith shall be laid out, constructed, opened or dedicated for public use or travel, or for the common use of occupants of buildings abutting thereon, except in strict accordance with the provisions of these regulations.

No lot in a subdivision may be sold, leased or rented; no permit to erect, alter or repair any building upon land in a subdivision may be issued; and no building may be erected unless and until a subdivision plan has been approved by City Council and recorded in the County Recorder's office, and until the improvements required by the City Council in connection therewith have been constructed or guaranteed as hereinafter provided.
