For the purpose of these regulations, words used in the present
tense include the future tense and the term "shall" is always mandatory.
The singular number includes the plural, and the plural includes the
singular. The word "person" includes a partnership, firm or corporation
as well as an individual.

Unless otherwise expressly stated, the following words shall,
for the purpose of this chapter, have the meanings herein indicated:
A minor right-of-way providing secondary vehicular access
to the side or rear of two or more properties.
The line within the property defining the required minimum
distance between any structure and the adjacent street right-of-way
measured at right angles from the center of the lot to the closest
point on the right-of-way.
The portion of the street right-of-way surfaced for vehicular
use.
The City of Warren.
The Council of the City of Warren.
An obligation defined by law or agreement, the violation
of which can be restrained by court action; usually part or a condition
of a deed agreement.
A restriction placed on real estate permitting the use of
land by the public, a corporation or particular persons for specified
uses.
The professional engineer for the City of Warren.
An engineer or land surveyor licensed with the State of Pennsylvania.
Those physical changes to the land necessary to produce usable
and desirable lots from raw acreage, including, but not limited to,
grading, paving, curb, gutter, storm sewers and drainage, improvements
to existing watercourses, sidewalks, crosswalks, street signs, monuments,
water supply and sewage disposal facilities.
The unit or units into which land is divided with the intention
of offering such units for sale or lease as undeveloped or developed
sites, regardless of how they are conveyed. "Lot" shall also means
parcel, plot, site or any similar term.
The mean distance between the front and rear lot line exclusive
of the proposed street right-of-way.
The minimum distance between property lines as measured along
the building line.
The Comprehensive Plan or any of its parts for the future
growth, protection and development of Warren City as adopted by City
Council.
A freehand sketch delineating the contemplated development.
The preliminary drawing, in lesser detail than the final
plan, showing the approximate street and lot layout on a topographic
map to be submitted to the Planning Board for its consideration.
The Warren City Planning Commission.
Any public highway, street or alley accepted by City Council
for public use.
A right-of-way dedicated to public use that provides vehicular
or pedestrian access to adjacent properties.
ARTERIALStreets serving a large volume of high-speed and long-distance traffic and including facilities classified as main and secondary highways by the Pennsylvania Highway Department.
COLLECTORStreets which, in addition to giving access to adjacent properties, are designed to collect traffic from minor streets and guide it to the adjoining arterial streets.
MINORStreets designed to provide access to abutting properties within a limited area.
MARGINAL ACCESSMinor streets parallel and adjoining arterial streets, providing access to adjacent properties and control of intersections with arterial streets.
CUL-DE-SACA short minor street terminating in a vehicular turnaround.
The owner or authorized agent of the owner of the subdivision.
The division of a single lot, tract or parcel of land or
a part thereof into two or more lots, tracts or parcels of land, including
changes in street lines or lot lines, for the purpose, whether immediate
or future, of transfer of ownership or of building development; provided,
however, that divisions of land for agricultural purposes into parcels
of more than 10 acres, not involving any new street or easement of
access, shall not be included within the meaning of "subdivision."
MINOR SUBDIVISIONA subdivision having four lots or less which has all lots fronting on an existing street, with at least twenty-four-foot-width cartway, which does not require new sanitary sewer main extensions or the dedication of streets or alleys.
A three-and-one-half-foot vertical zone, eye level of the
driver of an automobile, above the finished grade at the center line
of the right-of-way.
All required application forms and other data required by
the Planning Commission to determine whether the subdivision conforms
to minimum subdivision requirements.
