A. 
Subdivision. The subdivider shall prepare and submit to the Planning Commission Secretary, at least 10 days prior to the regular monthly meeting of the Planning Commission, four copies of the preliminary plan of the total land to be ultimately developed for review by the Planning Commission.
B. 
Minor subdivision. The minor subdivider shall comply with all the requirements as set forth in this Article IV, except that he need not submit a preliminary plan as set forth in §§ 415-12 through 415-18 of this article.[1]

The Planning Commission shall review the plan submitted covering the requirements of these regulations and shall consult with the City Engineer and, at its discretion, may consult with any other department or authority.
Within 35 days of the first review, the Planning Commission shall report to the Council on the subdivision, recommending approval, conditional approval or disapproval, with reasons for its action.
Council shall act on the preliminary plans stating its approval, conditional approval or disapproval, giving the reasons, and may authorize, in writing, submission of a final plan for approval.
Approval of a preliminary plan shall not constitute approval of a final plan but rather an expression of the layout submitted to serve as a guide to the preparation of the final plan. Further, the approval of the preliminary plan should not be considered as a basis for the construction of site improvements or other commitments which depend upon its design characteristics.
Preliminary plans and data requirements shall include, but not be limited to, the following:
A. 
The preliminary plan shall be drawn at a scale of 100 feet to the inch or greater.
B. 
The plan shall show or be accompanied by the following:
(1) 
Title block.
(a) 
Name of subdivision.
(b) 
Name and address of subdivider.
(c) 
Name, address, license number and seal of the professional engineer or land surveyor who prepared the drawings.
(2) 
Other notations.
(a) 
Date of original submission and of each subsequent revised submission.
(b) 
Graphic scale of 100 feet per inch or greater.
(c) 
True or magnetic North point.
(d) 
Certification by the professional engineer or surveyor that the topography shown resulted from an actual survey and the date of that survey.
(3) 
Key map.
(a) 
Scale: one inch equals 1,000 feet.
(b) 
Information:
[1] 
Relationship to the primary and secondary highway system.
[2] 
Subdivision streets and blocks.
(4) 
Subdivision boundary line and survey data including bearings and distances.
(5) 
Boundaries of adjacent properties and recorded name and parcel number. When adjacent properties are part of a recorded plat, only the lot number and subdivision name need be shown.
(6) 
Topographic contours. Sufficient number of contours and other pertinent data shall be indicated to clearly delineate the complete drainage pattern of the area in keeping with good engineering and surveying practices.
(7) 
Tract and block closures with an allowable error ratio of one to 5,000.
C. 
Existing physical features shall include:
(1) 
Location of existing and apparent rights-of-way and easements.
(2) 
Location of drainage structures, including marshes, ponds, streams or similar conditions.
(3) 
Streets and alleys on or adjoining the tract, including name, width, width of cartway, sidewalks.
(4) 
Location and size of utility structures, including water, gas, sanitary and storm sewers, etc.
(5) 
Subsurface soil conditions on the tract.
D. 
Proposed site improvements.
(1) 
Streets.
(a) 
Name, location and width.
(b) 
Center-line elevations at intersections and at principal changes in gradient.
(c) 
Center-line gradient shown in percent of slope.
(2) 
Lot layout.
(a) 
Lot lines and dimension to the nearest foot.
(b) 
Building setback line.
(c) 
Easements and restricted areas with notations as to purpose of restriction.
(3) 
General utility plan for provision of sanitary storm sewers, water mains, gas lines, etc.
(a) 
Location and size of pipe, including direction of flow where required.
(b) 
Location, direction and flow of surface drainage.
(4) 
The following shall be submitted upon request by the Planning Commission:
(a) 
Typical cross section of roadways, curbs and sidewalks.
(b) 
Location of valves and fire hydrants for water mains, manhole invert elevations, catch basins for sanitary and storm sewers.

The filing fee shall be as established from time to time by resolution of City Council.
