A. 
Within 90 days after the date the final plan has been signed by the President and the Secretary of the Council, a duplicate copy of same shall be filed in the office of the County Recorder of Deeds. A copy of the Recorder's certificate that the approved plan has been recorded, with plan book and page numbers indicated, shall be filed with the City Secretary. Council's approval shall not become final until the duplicate certificate has been filed with the City Secretary.[1]

B. 
Every street, park or other improvement shown on the final plan shall be deemed to be a private street, park or improvement until such time as the same has been offered for dedication by the subdivider and accepted by the City.

A. 
The City Council shall not approve any subdivision plan except in conformance with the provisions of this chapter.
B. 
No road, street or land, or related improvement shall be accepted by the City for maintenance unless opened, laid out, graded, paved and improved in strict accordance with the standards and regulations of the City.
C. 
No building shall be occupied until such time as all public improvements have been accepted by City Council in the manner prescribed.
