B. 
Such permit zones shall be operative 24 hours a day, seven days a week. Nothing herein shall authorize the parking for any length of time in any location within a residential parking permit zone where parking is specifically prohibited by law or by any ordinance of the City.
C. 
A residential parking permit program on the streets, and individual blocks of streets, listed in this section shall be initiated when deemed appropriate by the City as administratively determined by the City Manager or designee through a publically available policy.
A. 
Annual, monthly and weekly passes are provided for in residential parking permit zones and facilities operated by the City as detailed in § 440-59 of this article. Rental rates shall be as set by resolution of Council. Annual, monthly and weekly rental rates are payable in advance. If payment is made after the fifth day of the contracted period, an additional charge of 10% shall be added for such late payment.
B. 
Parking in residential parking permit zones shall be for contracted renters only, and vehicles shall be parked only within the marked space. Unauthorized vehicles shall be subject to fine and/or penalties, as specified in § 440-61 of this article, and/or removed by towing at the expense of the owner of the vehicle.
C. 
Application for parking permits shall be made on forms provided by the City and shall include proof of identity, proof of residency and such other reasonable information that is deemed necessary by the City to issue and control such permits. Permits shall be assigned to vehicles in a fashion deemed appropriate by the City as administratively determined by the City Manager or designee. An applicant falsifying information to obtain a residential parking permit shall be subject to the fines and penalties of §§ 440-61B and 440-62 of this article.
A. 
The police officer or other person making the report shall place on or attach to the vehicle, where possible, a notice to the owner thereof that such vehicle was parked in violation of a provision of this section and to report:
(1) 
The state, provincial, or other license number of such vehicle;
(2) 
The location and nature of the parking violation;
(3) 
The time at which such vehicle noted to be parked in violation of the provision of this section; and
(4) 
Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending such violation.
B. 
Every owner shall, within five business days from when the notice was attached to the vehicle, pay to the City of Warren, as a fine and in full satisfaction of the violation, the sum of:

C. 
The failure of the owner to make payment to the City of Warren within a five-business-day period shall render the owner subject to the penalties hereinafter provided for violation of the provisions of this section.
D. 
If the owner shall, in fact, make payment after the five-business-day period but before 30 days has elapsed from the date of the violation or before the filing of a complaint with the District Justice on account of the violation, the following payments shall be accepted in full satisfaction of violations of this section:

Any person who shall violate any provision of this article shall, for each and every such violation, upon conviction thereof, be sentenced to pay the fine detailed in § 440-61D and costs of prosecution. Any person violating the unauthorized use of a parking space designated for persons with a disability and disabled veterans shall, for each and every violation, upon conviction thereof, be sentenced to pay a the maximum fine authorized by the Pennsylvania Motor Vehicle Code § 3354 for the violation plus the costs of prosecution including but not limited to filing fees, attorney fees, and compensation for applicable witness' court time.
