The following are established as the unmetered parking lots
operated by the City of Warren:

The property owned by the City on the east side of Hickory Street
between Third Avenue and Fourth Avenue and bounded on the south by
330 Hickory Street and on the north by Clemens Park.

The property at the intersection of Clark Street and Liberty
Street, known as the "Clark Street Parking Garage," excepting spaces
located within the southeastern portion of the lower level and designated
as short-term parking spaces.

All designated spaces in the East Side Lot, located south of
Pennsylvania Avenue East between Oak Street and Elm Street
|
The City Council, at its discretion, may provide at convenient
and suitable locations in one or more of the unmetered parking lots
reserved parking spaces for handicapped and shall designate those
spaces by appropriate signs. It shall be unlawful and a violation
of this article for any person to park in any such reserved parking
space any vehicle unless that vehicle bears or displays either a "handicapped
registration plate," a "handicapped parking placard," a "disabled
veteran registration plate," or a "disabled veteran placard," provided
that all provisions, requirements and restrictions contained in the
other sections of this article shall apply to vehicles lawfully parked
in reserved parking spaces for handicapped.

A. Handicapped parking.
(1) There are hereby created in the City of Warren specific parking spaces
which will be available only for parking motor vehicles bearing a
"handicapped" (HC), "person with a disability" (PD), or "severely
disabled veteran" (SDV) vehicle registration plate or which displays
an HC, PD or SDV parking placard, as such are prescribed by the Pennsylvania
Motor Vehicle Code, and which are used for transportation of a handicapped
person or severely disabled veteran who is the applicant or resident
of the applicant's household. The location of said parking spaces
shall be determined by the City Manager or his/her designee, based
on information provided in the application. In such cases, parking
time shall not be limited unless other parking restrictions already
exist. Such license plate must be properly affixed to the vehicle
or such placard must be readily visible from outside of the vehicle.
(2) The City Manager or his/her designee may from time to time when off-street parking is not available or it is determined that the off-street parking which is available is unacceptable, designate on-street handicapped parking spaces as near as practical to the residence of a handicapped or disabled person or severely disabled veteran upon the written application of any such person or their agent and payment to the City of the required fee, as set forth in the City's fee resolution in effect at the time. The application shall set forth the make, model, year and vehicle identification number (VIN) of the applicant's vehicle and placard or license number. Following erection of appropriate signage in accordance with the Motor Vehicle Code, the designated space may only be used by persons who are in fact handicapped or disabled persons or who are severely disabled veterans, in compliance with Subsection
A(1). Notwithstanding the foregoing, such spaces shall not be solely for the person for whom the request was made.
(3) The City shall be under no obligation to create such spaces, but
may do so in its sole discretion, considering all relevant circumstances,
including, but not limited to, the availability of the space directly
in front of or adjacent to the applicant's residence.
(4) Any designated HC, PD or SDV parking spaces which are approved shall
become effective upon payment of the required fee and erection of
appropriate signage in accordance with the Motor Vehicle Code.
(5) It is the duty of the permit holder of a handicapped parking space
to notify the City of any change of status or relocation to another
residence in the City. The permit and the signage may be transferred
to a new location within the City upon application to and approval
by the City Manager or his/her designee. A relocation fee as set forth
in the City's fee resolution in effect at the time shall be charged
for the transfer of the HC, PD or SDV parking space.
(6) Owners of private commercial property may erect signs in accordance
with the Pennsylvania Motor Vehicle Code at the owner's sole cost
and expense.
B. Violations and penalties.
(1) Any individual who falsifies or who provides false information for
the purpose of obtaining a handicapped parking space shall be punishable
by a fine of not more than $600, including all costs and fees associated
therewith, including reasonable attorney's fees.
(2) In addition to the penalty provisions set forth above, the owner
of any vehicle found to be in violation of this section and/or the
relevant provisions of the Pennsylvania Motor Vehicle Code shall be
sentenced to pay a fine in accordance with the provisions of the Pennsylvania
Motor Vehicle Code and shall be subject to having the vehicle towed
at the owner's sole cost and expense.

Every vehicle parked in an unmetered parking lot shall be parked
wholly within the lines bounding or marking the individual parking
space assigned to that vehicle and shall be parked headed into the
parking space. It shall be unlawful for any person:
A. To park a vehicle without a permit between the hours of 6:00 a.m.
and 6:00 p.m., Monday through Friday, in any space designated as permit
parking only within the Clark Street Parking Garage and the Hickory
Street Lot.
B. To park a vehicle without a permit within any space designated for
permit parking at any time within the Liberty Street Lot and the East
Side Lot.
C. To park a vehicle in excess of two hours in any space not designated
as permit parking only within the East Side Lot, Market Street Lot,
and Liberty Street Lot between the hours of 9:00 a.m. and 5:00 p.m.,
Monday through Friday.
D. To park a vehicle outside of an individual parking space, the prohibited
areas including, but not limited to, the access and exit driveways
and turning and maneuvering spaces.

The parking spaces in unmetered parking lots shall be available
for parking on a monthly permit basis only, excepting the Clark Street
Parking Garage, where parking spaces may also be made available on
a weekly permit basis. The permit fee shall be fixed by City Council
pursuant to a resolution and shall be for a calendar week/month or
the part of a calendar week/month remaining after the permit arrangements
are made. The permit fee shall be paid in advance to the City, and
after the first week/month shall be automatically renewable until
the permittee notifies the City that he wishes to terminate the permit
arrangements. Any vehicle parked in a permit space for which fees
are delinquent in excess of 30 days shall be subject to ticketing
and a fee as set by resolution of City Council. Each space shall be
assigned a number, which shall be posted at the permit space or painted
on the surface of the parking space.
