Pursuant to the authority of § 40.1-79.1, Code of Virginia, the Carroll County Board of Supervisors hereby authorizes any minor 16 years of age or older, with parental or legal guardian approval, to work with or participate fully in all activities of a volunteer fire company, provided such minor has attained certification under National Fire Protection Association NFPA 1001, Level One, firefighter standards, as administered by the Virginia Department of Fire Programs.
Any trainer or instructor of such minor or any member of a paid or volunteer fire company who supervises such minor shall be exempt from the provisions of § 40.1-103, Code of Virginia, provided the volunteer fire company or the Board of Supervisors has purchased insurance which provides coverage for injuries to, or the death of, such minor in the performance of activities under this article.

The Board of Supervisors hereby imposes the following fire service fees and charges for the use of Carroll County equipment, supplies and personnel in the performance of firefighting and protection. Such fees are established as a minimum and maximum fee and are to be assessed and determined by the Carroll County Emergency Services Director and subject to appeal to the Emergency Services Board and ultimately to the Board of Supervisors of Carroll County. The fee structure is based upon the number and nature of the equipment, supplies and personnel used in the emergency operation.
A. 
Vehicle fires: $500.
B. 
Vegetation fires: $100 for first acre; $100 each additional acre.
C. 
Residential structure fires: $1,000.
D. 
Commercial structure fires: $1,000.
E. 
Hazardous material response: fee is equal to the fee schedule set forth by State of Virginia.
F. 
False alarm fire calls, in excess of three calls in any six-month period: $300 each.
Fees for false alarm calls shall be assessed beginning with the third false alarm call concerning any individual, structure, parcel, location or vehicle in any given six-month period.
In addition, the County may charge for all equipment damaged or destroyed at the scene of the fire and/or all supplies utilized in the activity.
Billing for the fees imposed herein shall be performed by the Carroll County Emergency Services Director and all funds deposited into Carroll County's Fire Fund and utilized by appropriation by the Board of Supervisors of Carroll County for the purchase, operation, repair and maintenance of equipment and supplies and for training of personnel for fire protection and firefighting.
