This chapter has been prepared and enacted for the purpose of promoting
the health, safety, morals and the general welfare of the Town of
New Castle and is in accordance with a carefully studied and considered
Comprehensive Plan intended to guide the future growth and development
of the Town of New Castle in such a way as to encourage the most beneficial
and appropriate relationships among land uses and, more particularly,
to accomplish the following specific purposes:
(1)
To lessen congestion in the streets.
(2)
To secure safety from fire, flood, panic and other dangers.
(3)
To promote health and the general welfare.
(4)
To provide adequate light and air.
(6)
To prevent the overcrowding of land.
(7)
To avoid undue concentration of population.
(8)
To facilitate the adequate provision of transportation, water, sewerage,
schools, parks and other public requirements.
B.
In preparing and enacting this chapter, reasonable consideration
has been given to the character of each district and its peculiar
suitability for particular uses, with a view to conserving the value
of buildings and encouraging the most appropriate use of land throughout
the Town of New Castle.
