In this chapter, the singular shall include the plural, the plural
shall include the singular, and the masculine shall include the feminine
and the neuter.
B.
Items which end with the phrase "as provided for in the Charter"
shall be amended only by the Charter amendment process.

It shall be unlawful for any person to smoke any cigarette,
cigar, pipe or tobacco product in the Council chambers at any time
when a meeting is being held there by Council. Any person violating
any provision of this section shall, upon conviction thereof, be sentenced
to pay a fine not exceeding $600 plus costs and, in default of payment
thereof, shall be subject to imprisonment for a term not to exceed
30 days.
