All offices and positions of the municipality are divided into
the classified service and the exempt service, as follows:
A.
The exempt service shall include all elected officials and members
of authorities, boards and commissions; the Manager; department heads;
the Solicitor; volunteer personnel and personnel appointed to serve
without pay; and consultants.
B.
The classified service shall include all employees in the municipal service who are not specifically placed in the exempt service by Subsection A of this section.
C.
When a new position is created according to the procedures of this
chapter and personnel rules and regulations, Council shall determine
by resolution whether the position shall be placed in the classified
service or the exempt service.
