The Manager shall have the basic responsibility for the administration
of the Personnel Code as established by this chapter. Specifically,
he shall:
A. Be responsible for effective personnel administration and may, from
time to time, appoint individuals to carry out various tasks in accordance
with this chapter.
B. Appoint, remove, suspend and discipline all employees of the classified
service, subject to and in accordance with the provisions of the Charter,
ordinances and law.
C. Establish any personnel rules and regulations necessary to implement
the provisions of this chapter. He shall give notice of those regulations
before their effective date by posting a summary of them in the City
office and at a location convenient to the employees, the notice to
contain information on where to obtain a copy or read the proposed
regulations. He shall, on a regular basis, provide Council and all
employees and employee organizations' representatives with complete
copies of the personnel rules then in effect.
D. When he considers it necessary, recommend revisions and amendments
to this chapter.
E. Be responsible for certification on the payroll that the individuals
named in it have been appointed and employed in accordance with the
provisions of this chapter and personnel rules and regulations.
F. Be responsible for and maintain all personnel forms, records and
reports.
At least once a year the Council shall review with the Manager
the personnel policies and the problems of personnel administration.
The review shall include, but need not be limited to, development
or proposed amendments of the personnel rules and regulations, the
job classification plan and a uniform pay plan.
