The department head, under the direction of the Manager, shall establish
and promote a training and development program for the employees of
his department for the purpose of improving the quality of personnel
and keeping the public service up-to-date.
An educational assistance policy may be promoted to encourage the
use of those education facilities readily available to the employees
of the municipality to the extent that the budget appropriates funds
for that training. The purpose of this policy is to encourage employees
to augment their education and thus increase their ability to perform
their current or future assignments, to prepare for greater job responsibilities
within the municipality and to keep abreast of the latest developments
in their field.
The overall control of the administration of the educational assistance
policy shall be the responsibility of the Manager, but each department
head shall determine the training priorities for his department as
a whole, with consideration to the employee's individual needs.
Only full-time employees of the municipality who have successfully
completed the probationary period shall be eligible for education
assistance. Eligibility shall include successful completion of the
course of study.
When an educational assistance program is established, any additional
guidelines for its administration and implementation shall be prepared
and supervised by the Manager with the approval of Council.
It shall be the responsibility of each department head, subject
to the approval of the Manager, to establish an incentive awards program
which provides recognition for exceptional performance and successful
ideas for improving operations.
