Council shall determine the pay plan in the form of a resolution
and, from time to time, may amend the plan by resolution. The pay
plan shall be reexamined periodically in the light of pay rates for
comparable positions in private employment in the area, the pay practices
of other public jurisdictions, and changes in living costs.
The beginning pay rate for an employee in any class shall be
the basic rate for that class.
If a permanent employee is not performing satisfactorily, his
department head may recommend to the Manager that a regular scheduled
pay increase be withheld from the employee pending the accomplishment
of satisfactory performance by the employee. In those instances, the
department head shall select either of the following two options:
a lesser increase or no increase; shall notify the Manager in writing
of the recommended action in withholding a full pay increase; and
shall state the reasons for the recommendation. If the Manager approves
the recommendation of the department head, the Manager shall notify
the employee in writing of the action to be taken and shall furnish
the department head with a copy of the notice.
The Manager shall establish pay periods for all employees.

A. When any employee who is a member of a military reserve unit and/or
national guard unit is informed of his or her training dates, he or
she must submit in writing a request for leave on such dates to participate
in the training.
B. When any employee is on such training as described in Subsection
A above, he or she shall be compensated his or her regular salary or wages less the full amount of all compensation paid to him or her by the reserve unit or national guard unit while on training duty. The employee must furnish certified copies of such compensation received from the reserve unit or national guard unit to the City Manager.
C. All employees who participate in training periods of reserve units
and/or national guard units shall be entitled to all rights, privileges
and conditions of employment as may be provided by law.
