No person shall distribute or hand out handbills, pamphlets, circulars or advertising matter upon any of the sidewalks, streets or alleys of the City of Warren. Nothing in this section is intended to prohibit the handing out to individuals of handbills or pamphlets announcing political matters, labor matters, civic matters or religious matters.

No person shall throw, place or be a party to the throwing or placing of any circulars, handbills, pamphlets or advertising matter on any thoroughfare of the City of Warren or on or in any vehicle, pole, post or other object in any thoroughfare in the City of Warren.

Any person who shall violate any provision of this chapter shall, upon conviction thereof, be sentenced to pay a fine not exceeding $600 plus costs and, in default of payment thereof, shall be subject to imprisonment for a term not to exceed 30 days. Each day that a violation of this chapter continues shall constitute a separate offense.
