GENERAL REFERENCES
Zoning — See Ch. 470.
Any organization applying for permission to hang a banner over a state and City highway must submit an application to the City of Warren in a form prepared and made available by the City Clerk's office.
Applications shall be received for installation of banners only in the following locations:
A. 
Market Street near Sixth Avenue.
B. 
Pennsylvania Avenue East near Hemlock Street.
C. 
Ludlow Street near Allegheny Avenue.
Each application must include the following information:
A. 
Exact location using state route number and segment.
B. 
Size and description of the banner including the message, name of the event and sponsoring organization. Events must relate to a national, state, regional or local function or charitable affair.
C. 
Date of installation and removal.
D. 
Statement that the Commonwealth of Pennsylvania and the City of Warren are absolved from any responsibility for any action arising from the use of the sign or banner and that traffic control will be performed in accordance with the then current Commonwealth of Pennsylvania Highways Publication 203.
All banners and installation thereof shall be in accordance with City of Warren Ordinance No. 1295, as may be amended from time to time (see Chapter 470).
The applicant must provide proof of liability insurance covering the banner, with a minimum coverage of $500,000 each occurrence and $1,000,000 aggregate.
No application will be approved for a banner having a vertical clearance of less than 18 feet over the entire width of the pavement and shoulders.
A. 
Acknowledgment that no more than 20% of the message will relate to naming or advertising a commercial product, enterprise, business or company regardless of whether they are sponsoring the event or the banner installation.
B. 
An application must be received by the City Clerk at least 30 days prior to requested installation date.
