The City of Warren hereby authorizes and appoints the Warren
County Emergency Management Agency as its agent to take all steps
necessary to collect and recover costs of services and materials delivered
and expended by the City, including, but not necessarily limited to,
fire-fighting materials, equipment and other chemical, petroleum product
or hazardous material abatement materials utilized or provided by
the City in association with hazardous and nonhazardous spills or
releases, the rendering of fire protection or fire-fighting services,
the rendering of other property protection or safety services and
all activities related thereto. The City hereby delegates to the Warren
County Emergency Management Agency all necessary power and authority
to complete said recovery and collection, including, but not necessarily
limited to, the power to commence, prosecute, litigate and settle
causes of action belonging to the City for the delivery of such services
or materials.
