A. 
As used in this article, the following terms shall have the meanings indicated:
PERSON
Any natural person, association, partnership, firm or corporation.

The singular shall include the plural, and the masculine shall include the feminine and the neuter.

A. 
No person shall sell goods, wares, or merchandise on any street or sidewalk in the City of Warren, and no person shall solicit orders on any street or sidewalk in the City for the sale of goods, wares, or merchandise, except that the provisions of this section shall not prohibit the sale of newspapers or periodicals on any sidewalk, nor shall it prohibit the sale of prepackaged food items from a vending vehicle on any street, nor shall it prohibit the staff of any eating and/or drinking establishment located within the C-1 Central Commercial District from taking orders for and serving food and/or beverages to patrons seated at/upon fixtures as provided for in Chapter 410 of the Code of the City of Warren.
B. 
Any establishment located within the C-1 Central Commercial District of the City of Warren that holds a Pennsylvania Liquor Control Board license to serve alcohol with said license bearing an extension to provide service to patrons occupying seating placed upon a municipal sidewalk, the owner of the establishment shall provide a copy of their Dram Shop Insurance Certificate naming the City of Warren as “also insured." A copy of any and all renewal certificates shall be provided to the City of Warren prior to the expiration of any prior certificates.

Any person who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine not exceeding $600 plus costs and, in default of payment thereof, shall be subject to imprisonment for a term not to exceed 30 days. Each day that a violation of this article continues shall constitute a separate offense.
