No person shall perform electrical inspections unless licensed
as an Electrical Inspector by the Westchester County Electrical Licensing
Board.
As used in this article, the term "Electrical Inspector" shall
mean any person who now or hereafter inspects electrical components,
equipment and systems used in buildings and structures to determine
the compliance of such electrical components, equipment and systems
with the applicable provisions of the New York State Uniform Fire
Prevention and Building Code promulgated pursuant to Article 18 of
the Executive Law. All Electrical Inspectors licensed by the Electrical
Licensing Board, as defined in this chapter, are hereby authorized
and deputized as agents of the Town of New Castle to make inspections
and reinspections of all electrical installations heretofore and hereafter
described, only for which they are licensed, and to approve or disapprove
the same. In no event, however, will the cost or expense of such inspections
and reinspections be a charge against the Town of New Castle.
It shall be a violation of this chapter for any person, firm
or corporation to install or cause to be installed or to alter electrical
wiring for light, heat or power in or on properties in the Town of
New Castle until an application for inspection has been filed with
an Electrical Inspector in accordance with this chapter. It shall
be a violation of this chapter for a person, firm or corporation to
connect or cause to be connected electrical wiring in or on properties
for light, heat or power to any source of electrical energy supply
prior to the issuance of a temporary certificate or a certificate
of compliance by an Electrical Inspector.
