The Mayor and Committee of the Township of Harrison deem it necessary and in the best interest for the residents of the Township of Harrison for the proper and efficient conduct of the affairs of the municipality, and more particularly to create a system for planning and coordinating, and to provide advice and assistance to the Township Committee and Township Administrator relating to said planning, coordination, and implementation of Township park and open space development, improvement and management programs in the Township of Harrison, and to bring into closer harmony the community of the Township of Harrison as a whole, and the families and neighborhoods making up the community.
There is hereby established a Parks and Open Space Advisory Committee, which shall consist of up to nine members. A majority of those appointed shall comprise a quorum to conduct business.
Immediately following their appointment, an organizational meeting shall be held by the members of the Parks and Open Space Advisory Committee.
The powers and duties of such Chairman shall be as follows:
A. 
To preside over all meetings of the Parks and Open Space Advisory Committee; and
B. 
To appoint a Vice Chairman and recording secretary and an Acting Chairman in the event of the unavailability of the Chairman or Vice Chairman.
There shall be up to six regular members, each of whom shall serve for a one-year term. There shall be two regular members, appointed by the Mayor and Committee, who shall also serve on the Board of Recreation Commissioners. There shall be one youth member, defined as a person between the ages of 16 and 25, who shall serve for a one-year term. There shall be two Township Committee members, appointed by the Mayor, who shall also serve for a one-year term, and act as a liaison between the Advisory Committee, the Board of Recreation Commissioners and the Township Committee, and who shall be authorized to vote at meetings of the Advisory Committee. Upon appointment by the Mayor and Committee, regular members and Committee members may also serve on the Board of Recreation Commissioners.
All members shall be residents of Harrison Township.
The Advisory Committee shall provide advice and assistance to the Township Committee in the planning, coordination and implementation of parks, recreation and open space development and management programs for the Township, and formulate rules and regulations, and schedules for the use of said parks, recreation fields and open space. The Advisory Committee shall communicate with Township residents and community and sports organizations, and attempt to involve them in the planning process and in established programs. On a periodic basis, the Advisory Committee shall evaluate the Township Master Plan Open Space and Recreation Element, and make appropriate recommendations within its area of expertise to the Township Committee.
The Advisory Committee shall select a chair from among its members and may select such other officers from among its members as it deems appropriate.
