There is hereby created a Recreation Board in and for the Township of Carroll. The Board shall consist of five persons to be appointed by the Board of Supervisors for terms of five years or until their successor is appointed, except that members first appointed shall be appointed so that terms of not more than two members expire annually.
Members shall serve without pay but may be reimbursed by the Township for all expenses incurred in performing their duties. All persons appointed shall serve their full terms unless voluntarily resigned or removed by the Board of Supervisors for dereliction of duty. Vacancies occurring other than by expiration of term shall be for the unexpired term and shall be filled in the same manner as original appointments.
The members of the Recreation Board shall elect a Chairman, Secretary and Treasurer and select all other necessary officers to serve for a period of one year. The Board may adopt rules and regulations for conduct of all business within its jurisdiction. The Recreation Board may appoint a five-member advisory board to participate in Recreation Board deliberations and advise the Recreation Board on all matters. The advisory board members shall serve without pay, and none shall have a vote on Recreation Board matters. The advisory board members shall serve at the pleasure of the Recreation Board and for such terms as the Recreation Board may designate.
The Recreation Board shall supervise, regulate, equip and maintain Township-funded recreation programs and facilities. It shall exercise power and functions concerning parks and recreation facilities as may be, from time to time, delegated to it by the Board of Supervisors and may expend only such funds as may, from time to time, be authorized by the Board of Supervisors.
The Recreation Board shall submit an annual report to the Board of Supervisors, including an analysis of the adequacy and effectiveness of community recreation areas, facilities and leadership.
All meetings of the Recreation Board shall be open to the public and properly advertised in accord with the Sunshine Law of the Commonwealth of Pennsylvania.[1]
