A. 
The Plan Commission shall consist of seven members. The membership shall include the Village President, who shall serve as Chairperson of the Plan Commission, and six citizen members who shall be persons of recognized experience and qualifications. The Village President shall serve on the Plan Commission only during his tenure in that office, and his term on the Plan Commission shall be the same as his term of office as Village President. Citizen members shall serve a term of three years, with two Commissioners being appointed in each calendar year so that 1/3 of the membership of the Plan Commission is subject to appointment/reappointment each year. Commissioners shall be appointed by the Village President and confirmed by the Village Board.
B. 
Vice Chair/Secretary.
(1) 
Commission membership shall include the joint position of Vice Chair/Secretary. In the absence of, or in the event of recusal by the Chairperson, the Vice Chair/Secretary shall assume all responsibilities of the Chairperson. The Vice Chair/Secretary shall also attest the minutes but shall not have responsibility for preparation or record keeping of same.
(2) 
This position shall be appointed from within the regular citizen membership of the Commission. The appointment shall be for a term of one year or to the end of said member's term of membership, whichever is sooner. In May of each year, the Chairperson shall nominate said position which shall require confirmation by the Commission and appointment by the Village Board, and who shall serve at the will of the Village Board. The Village President shall not vote on confirmation or appointment, except in the case of a tie. In the event of a mid-term vacancy, this same procedure shall be followed to nominate, confirm and appoint a replacement for the remainder of the vacant term.
C. 
Terms shall commence on the first day of May in the year appointed; however, a member shall hold his or her office until his or her successor is appointed and confirmed.
D. 
Except as provided for in Subsections A through C, the Plan Commission shall be organized, operate, and perform such functions as provided for in § 62.23, Wis. Stats.

A. 
The Municipal Board of Absentee Canvassers shall be composed of the Municipal Clerk, or a qualified elector of the municipality designated by the Clerk, and two other qualified electors of the municipality appointed by the Clerk for a term of two years commencing on January 1 of each odd-numbered year. The municipality may appoint additional inspectors under § 7.30(2)(a), Wis. Stats., to assist the absentee ballot board of canvassers in canvassing absentee ballots under this section.
B. 
The Village of Bellevue declares in lieu of canvassing absentee ballots at polling places under § 6.88, Wis. Stats., the Municipal Board of Absentee Ballot Canvassers shall canvass all absentee ballots at all elections held in the municipality pursuant to procedures established by the state division governing elections.
C. 
The Municipal Clerk shall give at least 48 hours' notice of any meeting under this section.
D. 
The Municipal Clerk, no later than the closing hour of the polls, shall post at his or her office and on the internet at a site announced by the Municipal Clerk before the poll opens, and shall make available to any person, upon request, a statement of the number of absentee ballots that the Clerk has mailed or transmitted to electors and that have been returned by the closing hour on election day.
