Unless otherwise provided by law, the provisions of this chapter
shall apply to all water, sewer and drainage systems and in all sanitary
districts and subdistricts within the corporate limits of the county.
The Director shall promulgate rules and regulations for the
administration and enforcement of this chapter.
Every knowing act or omission in violation of this chapter and
rules and regulations adopted pursuant to this chapter shall, unless
otherwise provided for, be punishable as a misdemeanor in the District
Court or Circuit Court for the county, and the offender, upon conviction,
shall be subject to a fine not exceeding $1,000 or to a confinement
in the County Detention Center for not more than six months, or both,
in the discretion of the court. If the act or omission is with knowledge
and is of a continuing nature and is persisted in, in violation of
the provisions of this chapter or of any rule or regulation formulated
thereunder, a conviction of one offense shall not be a bar to the
conviction for continuation of such offense subsequent to the first
or any succeeding acts or omissions constituting an offense under
this chapter.
