A.
Adoption of fees. The Authority may adopt charges and fees which may include:
(1)
Fees for reimbursement of costs of setting up and operating a pretreatment program.
(2)
Fees for monitoring, sampling, inspection and surveillance procedures, including the costs of reviewing all reports and data required of an industrial user by this Article.
(3)
Fees for reviewing accidental discharge prevention procedures, spill control plans, employee training programs and the pretreatment design and construction specifications.
(4)
Fees for permit applications, including the cost of the processing and review of such applications.
(5)
Fees for issuance of a NOV.
(6)
Fees for inspections and compliance monitoring undertaken by the county.
(7)
Fees for filing appeals.
(8)
Septage hauler fees.
(9)
Septage user fees.
(10)
Additional charges to industrial users whose wastewater discharges have concentrations of BOD, nitrogen, suspended solids and/or phosphorus in excess of the average concentration of those pollutants in discharges from other than industrial users in the county which discharge into a POTW.
(11)
Such other fees as the Authority may deem necessary to carry out the requirements of this Article, such fees to relate solely to matters covered by this Article and to be separate from all other fees charged by the county.
B.
Fee allocation. All fees collected pursuant to this Article shall be used only to fund programs related to the operation of POTWs and the POTW enforcement program.
