These regulations are adopted for the purpose of:
A. 
Assuring sites suitable for building purposes and human habitation.
B. 
Providing for the harmonious development of the Borough.
C. 
Coordination of existing streets with proposed streets, parks, or other features of the official street plan of the Borough.
D. 
Insuring adequate open space for traffic, recreation, light and air, and for proper distribution of population.
E. 
Creating conditions favorable to the health, safety, morals, and general welfare of the citizens.
Borough Council is empowered by Act 247, the Pennsylvania Municipalities Planning Code, Article V, § 501,[1] to adopt a subdivision and land development ordinance.

All plans shall be submitted to the Borough Planning Commission for approval. The Planning Commission decision may be appealed to Borough Council, and the decision of Borough Council may be appealed to court per Article III of this chapter, § 241-20.

All plans shall be sent to the County Planning Commission for their review prior to approval by the Borough. The Borough shall not approve subdivisions until a report is received from the County Planning Commission. If a report is not received within 30 days from the date the application is forwarded to the county, the Borough may proceed to act without the comments of the county. The county report shall be a recommendation to the Borough, and the decision of the Borough shall be final.
No lot in a subdivision may be sold, no permit to erect, alter, or repair any building in a subdivision may be issued unless and until a plan of such subdivision shall have been approved and properly recorded.
