GENERAL REFERENCES
Parks and recreation — See Ch. 232.
There is created hereby the Clifton Heights Recreation Board, whose purpose shall be to provide, supervise and maintain recreation and recreational facilities within the geographical confines of the Borough of Clifton Heights.

A. 
The Recreation Board shall comprise a total membership of nine persons, one of whom shall be a member of the Borough Council of Clifton Heights.
B. 
The remaining membership of eight shall be appointed by Council and shall be selected and appointed upon the following basis or formula:
(1) 
Four to be appointed, one each from each of the four wards of the Borough of Clifton Heights;
(2) 
One representative of the Catholic Youth Organization;
(3) 
One representative of the Police Athletic League;
(4) 
One representative of the business community of the Borough;
(5) 
One representative of the Borough at large.

A. 
Each member of the Recreation Board shall serve for a period of four years from the time of his appointment or until such time as his, her or their successor or successors are duly appointed by Council.
B. 
Members of the Recreation Board shall serve without compensation.
C. 
A member of the Recreation Board may, by a majority vote of Council, be removed from office at any time for failure, in the judgement of Council, to perform his or her duty. A member of the Recreation Board may be removed by a majority vote of Council for failure to attend three consecutive meetings of the Recreation Board.
D. 
Vacancies in the membership of the Recreation Board shall be filled by Council. Appointments to such vacancies shall be made from the categories of members in which the vacancy exists. In the event Council is unable to appoint a member from the category in which the vacancy exists, then the appointment shall be of a representative of the Borough at large.

A. 
The Recreation Board, on the first Thursday of January each year, shall elect from its membership a Chairman, a Vice Chairman and a Secretary to serve in such office for the term of one year. Should the first Thursday of January be a holiday, the meeting for the elections of officers shall convene on the day following.
B. 
The Chairman, or, in his or her absence, the Vice Chairman, shall preside at all meetings of the Board, decide all points of order or procedure and perform any duties required by law or these rules.
C. 
The Secretary shall carry on, at the direction of the Board, all official correspondence of the Board, send out all notices required by law and this chapter, maintain a record of the proceedings of all meetings, including attendance of the membership, and perform all other duties required by law, by this chapter or by the Board.
A. 
Except for the annual organization meeting, all meetings of the Board, which shall be not less than six annually in number, shall be held either at the call of the Chairman or at the call of five members of the Board or at such times as the Board, by regulation, may determine.
B. 
No less than 24 hours' written notice of any meeting shall be given each member.
The Recreation Board, subject to the approval of Council, shall have the following powers and duties:
A. 
To provide, supervise and maintain recreation places, areas, playgrounds, athletic fields, tot-lots and such other areas or places for recreation and amusements as it, in its discretion, may deem proper;
B. 
To organize and supervise athletic competitions, sports, games, gymnastics, arts and crafts, musical, theatrical and any and all other types of amusement activity which it, in its discretion, may deem proper;
C. 
To furnish, equip, operate and maintain recreational buildings, sites, and places and to provide materials and equipment necessary for the conduct and staging of recreational activities and programs;
D. 
To employ play leaders, recreational directors, supervisors, superintendents or any other officers or employees as it may deem proper to facilitate and conduct the recreation program;
E. 
To adopt rules and regulations for the conduct of its business and the maintenance, care and supervision of recreational buildings, sites, equipment and activities;
F. 
To perform all such other acts incident to and necessary for the fulfillment of the duties of the Board;
G. 
To file annually with the Borough Council the following:
(1) 
A full and complete report of the recreational activity and the approximate number of participants engaging therein for the preceding year. This said report shall be filed on or before the 31st day of January following the concluding year;
(2) 
A full and complete report of the tentative program of activities for the ensuing year. This report shall be filed on or before the last day of February in the year in which the activities take place;
(3) 
A full and complete financial report of income expenditures and surplus for the year. This said report shall be filed on or before the last day of January following the concluded year;
H. 
To notify and provide Council, at the time of the happening thereof or as soon thereafter as expeditiously possible, a full and complete report of any accident or injury which occurs during the conduct of any recreational activity.
