The Planning Board is hereby authorized to review and approve,
approve with modifications or disapprove special permits pursuant
to Town Law § 274-b and in accordance with the standards
and procedures set forth in this chapter.

All uses designated as requiring a special use permit shall
have a special use permit and a site plan approved by the Planning
Board prior to the issuance of a zoning permit or certificate of compliance
by the Zoning Officer. Upon transfer of ownership of a property for
which a special use permit and site plan have been approved, a new
application for a special use permit and site plan review shall not
be required unless there is a change in or expansion of the use for
which the original special use permit was granted, or a change in
the original site plan as approved.
All applications for special use permits shall be submitted and reviewed in compliance with the submission requirements and review procedures for site plan reviews as provided in Article
X of this chapter.
