Inspections. 

As used in this Article, the following terms shall have the meanings indicated:

DEPARTMENT
The Building Department of the Village of Washingtonville and each officer or employee of such "Department."
HOUSING STANDARDS
The housing maintenance provisions of the New York State Uniform Fire Prevention and Building Code.
PREMISES
Any dwelling unit in the village which is rented, including multiple dwellings, one- or two-family dwellings or mixed residential-business use dwellings.

This Article shall provide the method for administration and enforcement of the housing maintenance regulations contained in the New York State Uniform Fire Prevention and Building Code in the village and further establishes powers, duties and responsibilities in connection therewith.

Owners and lessors of premise or their respective agents shall, within one year after the effective date of this Article or 90 days from the date of mailing of registration forms by the Department, whichever occurs first, file with the Department, on the registration forms provided by the Department, the following information:

A. 

The names and addresses of the owner and lessor and of their respective agents, upon whom violation orders may be served.

B. 

A description of the property, by street and number or otherwise, as will enable the Department to locate the same.

C. 

Such other appropriate information as may be requested, including but not limited to use of premises, available facilities, number of units and number and size of rooms, together with a schematic diagram showing the typical floor layout of the units and rooms with appropriate designations and identifications.

A. 

The Department is authorized to conduct inspections of premises or parts of premises at such times and in such manner as the Department may find convenient or necessary, with the consent of the person in possession or occupancy, to ensure compliance with the housing standards.

B. 

If admission is refused or cannot be obtained from the person in possession or occupancy, the Code Enforcement Officer is authorized to obtain a warrant to make an inspection, provided that reasonable or probable cause is shown.
