A. 

Parking in municipal lot.

(1) 

A motor vehicle may be parked in the Village of Washingtonville parking lot between the hours of 6:00 a.m. and 6:00 p.m. for no longer than two hours at one time.

(2) 

Parking between the hours of 5:00 a.m. and 6:00 a.m. is expressly prohibited.

(3) 

Four parking spaces shall be designated and marked for use by handicapped drivers only.

(4) 

Vehicles parked in violation of this chapter shall be towed at the owner's expense, and the owner shall be subject to a fine of $10. for each violation.

B. 

Parking in municipal lot after snowfall prohibited. It shall be unlawful for any person to place, park or leave any motor vehicle in the municipal parking lot at any time if snowfall has accumulated to a depth of two or more inches unless such vehicle is at all times attended by a person capable of operating and removing said vehicle.

C. 

Municipal parking permit.

(1) 

Notwithstanding any other provision of this chapter, tenants residing in buildings adjacent to or near the municipal parking lot may apply to the Village Clerk for a permit to park in designated spaces in the municipal lot.

(2) 

The number and location of the designated spaces, the allocation of permits, the permit fee and duration and the permit application procedure shall be established by resolution of the Board of Trustees.

(3) 

A parking permit issued pursuant to this chapter is valid only for the vehicle and person(s) so designated on the permit.

A. 

Parking of vehicles is prohibited at certain times. It shall be unlawful for anyone to leave any motor vehicle, trailer or other vehicle parked or standing upon any portion of a public highway or municipal parking lot during any public emergency, including but not limited to snow, flood or fire, within the Village of Washingtonville, unless such vehicle is attended by a person legally capable of operating such vehicle.

B. 

Parking in the two municipal parking lots located on either side of Goshen Avenue shall be limited to one hour.

A. 

Authority to impound vehicles.

(1) 

When any vehicle is parked or abandoned on any highway or municipal parking lot within this village during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway or municipal parking lot upon which said vehicle is parked or abandoned, said vehicle may be removed by the Village Police Department.

(2) 

When any vehicle is found unattended on any highway or municipal parking lot within this village where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by the Village Police Department.

(3) 

When any vehicle is parked or abandoned on any highway or municipal parking lot within this village where stopping, standing or parking is prohibited, said vehicle may be removed by the Village Police Department.

B. 

Storage and charges. After removal of any vehicle as provided in this section, the Police Department may cause such vehicle to be stored in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem the same upon payment to the person with whom stored of the amount of all expenses actually and necessarily incurred in effecting such removal.

C. 

Notice of removal. The Village Police Department shall ascertain to the extent possible the owner of the vehicle or the person having the same in charge and notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem the same.
