As used in this chapter all words and phrases defined in Article
I of the Vehicle and Traffic Law are herein included and made a part
of this chapter.

1966 Code, regarding parking prohibitions near stop signs, hydrants,
and private driveways, respectively, which immediately preceded this
subsection, were repealed 12-9-2013 by L.L. No. 4-2013 as duplicative
of state statute.
C.
Fire zones.[2]
(1)
The area on the west side of Dunham Avenue, south from the south
side of Livingston Avenue 10 feet, and the area on both sides of Livingston
Avenue 100 feet west of Dunham Avenue shall be known as a fire zone.
Motor vehicles shall not be parked in the aforesaid area at any time
except by special permit the Board of Trustees of said Village may
permit parking on the west side of Dunham Avenue as hereinbefore described.

The area on the west side of Dunham Avenue north from Livingston
Avenue to Chadakoin in the said Village of Celoron shall be known
as a fire zone. Motor vehicles shall not be parked in the area at
any time except by special permit the Board of Trustees of said Village
may permit parking in said area.

The area on the west side of Dunham Avenue 80 feet north from the
north side of Burtis Street shall be known as a fire zone. Motor vehicles
shall not be parked in the aforesaid area at any time.

A.
Legislative intent. The intent of the Board of Trustees of the Village
of Celoron is to implement "winter parking" within the Village of
Celoron so that any vehicle abandoned or parked during the set winter
hours or during a public emergency may be removed by the Highway Superintendent
or Town of Ellicott Police Department.
B.
Authority to impound vehicles.
(1)
When any vehicle is abandoned or parked on any highway or street
within the Village of Celoron during a snowstorm, flood, fire or other
public emergency which affects that portion of the public highway
or street upon said vehicle is parked or abandoned, said vehicle may
be removed by the Highway Superintendent or the Town of Ellicott Police
Department.
(2)
No person shall park a motor vehicle between the hours of 2:00 a.m.
and 7:00 a.m. on any street or highway within the Village from November
1 of one calendar year to April 1 of the following calendar year.
(3)
When any vehicle is found unattended on any highway or street within
this Village where said vehicle constitutes an obstruction to traffic,
said vehicle may be removed by the Town of Ellicott Police Department.
(4)
When any vehicle is parked or abandoned on any highway or street
within this Village where stopping, standing or parking is prohibited,
said vehicle may be removed by the Town of Ellicott Police Department.
C.
Storage and charges. After removal of any vehicle, as provided in
this article, the Town of Ellicott Police Department or Highway Superintendent
may store such vehicles in a suitable place at the expense of the
owners.
D.
Notice of removal. The Highway Superintendent or Town of Ellicott
Police Department shall without delay report the removal and the disposition
of any vehicle removed, as provided in this article, to the Highway
Superintendent or the Town of Ellicott Police Department to ascertain
to the extent possible, the owner of the vehicle or person having
charge, and to notify him of the removal and disposition of such vehicle
and of the amount which will be required to redeem same.
E.
Effective date. This section shall take effect immediately upon filing
with the Secretary of State.

All vehicles shall be parked parallel to the curb except as
otherwise herein provided and not more than six inches from the curb.
A.
The Board of Trustees shall have the power to fairly and temporarily
suspend, when necessary in the public interest, any part of this chapter
as to parking and traffic and the movement of vehicles in order to
promote public safety, such powers as are exercised in an emergency.
B.
The Board of Trustees may issue a special parking permit or reserved
space permit to a person engaged in mercantile business which requires
the loading and unloading of bulky parcels and has no other means
to his place of business except through the space covered by such
permit.
The Board of Trustees may, from time to time, establish bus
zones at such place or places as shall be deemed necessary and such
Board shall direct the Chief of Police of the Town of Ellicott Police
Department to place adequate signs designating said zones.

Thirty miles per hour is hereby established as the maximum speed
at which vehicles may proceed within the corporate limits of the Village
of Celoron, New York.

It shall be unlawful for any person to operate any motor vehicle
upon the public streets unless such vehicle is properly equipped with
rubber tires.

A.
No driver of any vehicle shall enter upon or cross either Dunham
Avenue or Boulevard Avenue from any intersecting road or highway without
first having brought the vehicle to a full stop at or close to the
intersecting of such road or highway, and suitable stop signs shall
be erected at or near the intersecting line of such road or highway
and shall be plainly visible at all times for a distance of at least
50 feet.

A.
Legislative intent. The intent of the Board of Trustees of the Village
of Celoron is to implement "No Truck" routes to preserve the streets
within the Village of Celoron from any truck, over-five-ton-load included;
and suitable "No Truck" signs shall be erected at or near such intersection
of said street or highway.
B.
"No Truck" streets and signs. No driver of any truck, over-five-ton-load
included, shall enter upon such street or highway and suitable "No
Truck" signs shall be erected at or near intersection of such street

Every person convicted of a traffic infraction for violation
of any of the provisions of this chapter which is not a violation
of any provisions of the Vehicle and Traffic Laws of the State of
New York shall, upon conviction thereof, be punished by a fine of
not more than $250 or imprisonment not to exceed 15 days, or by both
such fine and imprisonment.
