For the purpose and provisions of this chapter, the municipality is hereby divided into the following types of districts:
Single-Family Residential (Low-Density)

Multiple-Family Residential (Medium-Density)
(R2)
Commercial
(C1)
Shoreline Commercial
(C2)
Central Business/Shoreline Commercial
(C3)
Industrial
(I1)
Cultural Recreation
(CR)
Floodplain

The boundaries of the aforesaid zoning districts are hereby established shown on the map entitled, "Zoning District Map of the Village of Celoron, New York," dated December 2010, amended August 2013 and September 2013, which map accompanies and is made part of this chapter[1] and shall have the same force and effect as if the Zoning Map, together with all notations, references, and other information shown thereon, were fully set forth and described herein.

Where uncertainty exists with respect to the boundaries of any of the aforesaid districts as shown on the Zoning Map, the following rules shall apply:
A. 
Where district boundaries are indicated as approximately following the center lines of streets or highways, street lines or highway right-of-way lines shall be construed to be such boundaries.
B. 
Where district boundaries are so indicated that they approximately follow the lot lines, such lot lines shall be construed to be said boundaries.
C. 
Where district boundaries are so indicated that they are approximately parallel to the center lines or street lines of streets or the center lines or right-of-way lines on highways, such district boundaries shall be construed as being parallel thereto and at such distance therefrom as indicated on the Zoning Map. If no such distance is given, such dimension shall be determined by the use of the scale shown on said Zoning Map.
D. 
Where the boundary of a district follows a stream, lake or other body of water, said boundary line shall be deemed to be at the limit of jurisdiction of the municipality unless otherwise indicated.
E. 
Any flood boundary shown on the Zoning Map indicates general location only. The precise location of floodplain boundaries shall be established by the Enforcement Officer after consulting with the Chautauqua County Planning Division.
F. 
Any party aggrieved by an interpretation may appeal to the Zoning Board of Appeals, whose decision will be final. However, all decisions of the Zoning Board of Appeals are subject to court reviews in accordance with applicable laws of the State of New York. The burden of proof shall be on the appellant.
