It shall be unlawful for an owner to use or permit the use of
any plumbing or drainage until a certificate of approval has been
issued by the Plumbing Inspector.
An application for a certificate of approval shall be made by
the plumber, and the fee required for a certificate of approval shall
be submitted with the application therefor.

The fee for a certificate of approval shall be in accordance
with the amount indicated in the fee schedule established by the Commissioner
of the Department of Planning and Development.
Upon the completion of plumbing or drainage work for which a
permit was issued pursuant to this chapter, the Plumbing Inspector
shall inspect the work and shall issue a certificate of approval of
the work if the work has been done in accordance with this chapter
and other provisions of this Code and other town ordinances applicable
thereto.
