The intent of the Board of Trustees of the Village of Celoron is to amend the Village law to combine the Parks Commission and the Recreation Commission into one entity.

This Commission may be appointed by the Village Board of Trustees and shall consist of five persons serving without pay. The term of office of each person shall be five years, or until their successors are appointed and qualified; except that the members of such commission first appointed shall be appointed for such terms that the term of one member shall expire annually thereafter. Vacancies in such Commission occurring otherwise that by expiration of term shall be filled by the Board of Trustees for the unexpired term. Members of the Commission may be removed, for cause, by the Board of Trustees, upon the recommendation of the Parks and Recreation Commission.

Immediately after the appointment of the aforesaid Parks and Recreation Commission, the members thereof shall meet and organize by electing a Chairman or two Co-chairmen for a term of two years, as may be necessary. The Commissioners shall have the power to recommend to the Board of Trustees bylaws, rules and regulations for the proper conduct of public parks and recreation, including youth.
A. 
The Parks and Recreation Commission may establish, maintain and conduct supervised playgrounds, playing fields, indoor recreation facilities owned and controlled by the Incorporated Village of Celoron. The Commission shall have the power to conduct any form of recreational, educational or cultural activity that would utilize, in a constructive and wholesome manner, the free time of the people of the Incorporated Village of Celoron. The aforesaid recreational activity may be conducted on the Village-owned or -controlled properties with the consent of the Village Board of Trustees and on private properties with the consent of the owners thereof.
B. 
It shall be the duty of the Parks and Recreation Commission to help supervise and control all Village of Celoron parks and the care and maintenance of same, subject to the approval of the Board of Trustees. The Commission shall help to design or redesign all Village Parks so as to provide for the most efficient use of said parks.
C. 
Other powers and duties shall include assisting the Board of Trustees with an application for any grants that may be used within the park system, and also, in conjunction with the Village Board of Trustees, provide for any and all expansion of the park systems.[1]

The Parks and Recreation Commission shall make an annual report to the Village Board of Trustees and such other reports as from time to time may be required by the said Board.

This chapter shall become effective immediately and shall not be amended or repealed except after a public hearing which shall be duly called in the same manner required prior to the adoption of a village local law in accordance with §§ 20 and 27 of the Municipal Home Rule Law.
