The "Waltham Council on Aging" is hereby established.

(a) 
The Waltham Council on Aging shall consist of not less than five nor more than nine permanent members to be appointed by the Mayor, and confirmed by the City Council, for terms of five years from the first Monday of January in each year, and until their successors are appointed and confirmed, except that the terms of permanent members initially appointed to the council for the aging and any additional members appointed hereunder shall be so arranged that the term of at least one appointee, and not more than two appointees, shall expire each year and be renewed thereafter for five years.
(b) 
In addition to the permanent members appointed hereunder, there shall be as many associate members as shall be deemed expedient for carrying out the aims and purposes of Council on Aging established under the provisions of General Laws, Chapter 40, Section 8B.
(c) 
The permanent members of the Council shall select one of their members to serve as Chairman before the end of January of each year.
(d) 
Each of the permanent members shall be entitled to a stipend, in an amount established by ordinance, for each meeting of the Waltham Council on Aging in which said permanent member actually participates as such a member. A permanent member shall be eligible for only one such stipend per day, regardless of the number of meetings conducted on such day, and shall receive no other compensation for serving as a member.

(a) 
The Council shall act in an advisory and consultative capacity with the general objective of coordinating with local officials, citizen groups, and with the Commission on Aging of the commonwealth all programs designed to meet the problems of the aging, and promoting, assisting and coordinating activities designed to meet such problems at community and state levels.
(b) 
Subject to appropriation by the Mayor and City Council the Council may make such expenditures as may be necessary to execute effectively its functions.
