(a) In addition to the powers and duties given to the City of Waltham Municipal Affordable Housing Trust Fund in Chapter
24 of the General Ordinances (hereafter, as used in this article, the "Fund"), said Fund shall also have the additional powers and duties identified in this Chapter
2, Article
XXIII, of the General Ordinances.
(b) The Fund shall investigate and research the need for affordable housing
in the City, to provide recommendations and propose programs for the
development of such housing, and to educate policymakers on housing
issues.

In addition to the powers and duties identified in Chapter
24 of the General Ordinances, the Fund shall:
(a) Consult with the Massachusetts Housing Partnership regarding state
and federal funding available for affordable housing purposes.
(b) Research and assess affordable housing needs in the City and develop
and recommend proposals and strategies to the Mayor and City Council
regarding the use of any property, public or private, to increase
the affordable housing stock in the City.
(c) Make recommendations to the Mayor regarding applications for state
and federal housing development subsidies and grants. The Fund may,
in the name of the City, as well as in its own name, seek public and
private grants to advance affordable housing goals.
(d) Subject to the provisions of the Waltham Zoning Ordinance, review all special permit petitions pending before the
City Council which have an affordable housing requirement and make
recommendations to the City Council regarding the possibility and
suggested methods of advancing affordable housing goals in such projects.
(e) Subject to the provisions of the Waltham Zoning Ordinance, review
all comprehensive permit petitions pending before the Waltham Zoning
Board of Appeals and make recommendations to the Waltham Zoning Board
of Appeals regarding affordable housing as it relates to the pending
petition.
(f) Subject to the provisions of the Waltham Zoning Ordinance, review all proposals from developers voluntarily opting to comply with the affordable housing requirements of Article
IX of said Zoning Ordinance (i.e., those not seeking a special permit or comprehensive permit otherwise subject to said Article
IX) and provide its recommendations, in writing, to the City of Waltham Building Inspector.
