Pursuant to MGL c. 40, § 5, for the purpose of promoting the public good, the City of Waltham hereby establishes a Municipal Employees Award Program Committee that is authorized to grant cash awards to municipal employees who submit valuable suggestions for improving services and/or reducing costs to the City.

The Municipal Employees Awards Program Committee shall consist of three members appointed by the Mayor, subject to confirmation by the City Council, for terms of one year, or until their successors are appointed and confirmed.

All suggestions shall be submitted in writing to the City Clerk's office, where they shall be date and time stamped. Each submission shall contain the name or names of the person or persons making the suggestion, a detailed description of the suggestion and a summary of the manner in which service will be improved or costs will be reduced. If cost savings are projected, the employee(s) shall also include a projection of the saving expected to be realized. All suggestions submitted shall become the property of the City of Waltham.

(a) 
The Committee shall meet quarterly, at the call of the Chairman, to review suggestions submitted during the preceding quarter. The Committee shall determine, in its own discretion, which suggestion(s), if any, for a particular three-month period, warrants the grant of a cash award. If more than one submission contains the same suggestion, the employee who makes the submission to the City Clerk's office first shall be given the award. If a single submission is signed by more than one employee, then the award shall be divided equally among the signers.
(b) 
The Committee, subject to an appropriation, may grant no more than $12,000 in awards during any fiscal year. Any money designated for awards which is not disbursed in the fiscal year in which it is allotted will be returned to the General Fund of the City. The Committee is under no obligation to make an award during any quarter nor is it held to a specific quarterly amount as long as it does not exceed the $12,000 per fiscal year limit.
(c) 
The Committee shall submit a report to the City Council by December 31 of each year.

(a) 
There is hereby established the Kevin M. Ritcey Award for Outstanding Public Service to be given annually during Public Service Recognition Week to an individual who provides extraordinary public service to the City Council, the City of Waltham and/or the Waltham community and that Kevin M. Ritcey be the first recipient of this award.
(b) 
The Kevin M. Ritcey Award for Outstanding Public Service shall be awarded through the adoption of a resolution by the City Council.
