The Director may make rules and regulations for the entering
of private drains into main drains. All applications for the construction
of drains for private use within the limits of any public or private
way and their entrances into main drains and for permission to enter
the same, shall be made to the Director and shall be in such form
as he shall prescribe. No permits shall be issued by the Director
pursuant to this section unless and until all necessary measurements
and calculations with respect to amount of flow and capacity and compliance
with all applicable federal, state and local laws, regulations and
administrative or judicial orders, agreements, or judgments have been
made by the City Engineer.

The Director shall, in all cases in which the City is engaged,
require the applicant to produce a certificate from the City Treasurer
that the amount of the cost of the private drain, from the main drain
to the place on private land to which such private drain is being
constructed by the City, as estimated by the Director, has been deposited
with the Treasurer, before he causes such private drain to be made.
He shall also require, before beginning work on any private drain,
a satisfactory guarantee that the final cost of such work, even though
in excess of the estimated amount deposited, will be paid within 30
days after the rendering of the bill therefor.
