004a Guidelines
The Board of Supervisors of Lower Salford Township hereby establishes an Appeals Board, pursuant to the Act, known as the "Lower Salford Township Appeals Board," to hear and rule on appeals, requests for variances and requests for extensions of time pursuant to the attached guidelines.[1] An application for appeal shall be based on a claim that the intent of the Act or Uniform Construction Code has been incorrectly interpreted, the provisions of the Act or Uniform Construction Code do not fully apply, or an equivalent form of construction is to be used. The Appeals Board shall have the widest possible jurisdiction authorized by the Pennsylvania Construction Code and the Uniform Construction Code, as amended.

Appeals pertaining to the accessibility requirement of the Uniform Construction Code shall not be heard by the Lower Salford Township Appeals Board, but shall be filed with and considered by the Pennsylvania Department of Labor and Industry for project modification approval.
To cover the costs of administration, the minimum appeal fee shall be $450. Any additional costs will be paid by the applicant.

A. 
The following representatives will constitute the initial members of the Lower Salford Township Appeals Board. Following initial terms as set forth below, all subsequent terms will be for three years:

Architect, builder or superintendent of building construction, 10 years' experience
Five-year term expires December 31, 2017
Architect, builder or superintendent with structural engineering or architectural experience
Four-year term expires December 31, 2016
Architect, builder or superintendent of construction with mechanical or plumbing engineering experience or mechanical or plumbing contract or with at least 10 years' experience, five of which shall have been in "responsible charge of work"
Three-year term expires December 31, 2015
Architect, builder or superintendent of construction with electrical engineering experience or an electrical contractor with at least 10 years' experience, five of which shall have been in "responsible charge of work"
Two-year term expires December 31, 2014
Architect, builder or superintendent of construction with fire protection engineering experience or fire protection contractor with at least 10 years' experience, five of which shall have been in "responsible charge of work"
One-year term expires December 31, 2013
B. 
The alternate members appointed by the Board are as follows: same experience as above, whose appointments are for five years.
C. 
The proper officials of the Lower Salford Township are hereby authorized and empowered to take such additional action as they may deem necessary or appropriate to implement this section.
The Lower Salford Township Board of Supervisors hereby adopts regulations for the Appeals Board and those appearing before it, in the form attached hereto entitled, "Guidelines For the Lower Salford Township Appeals Board."[1]
