The President shall be elected for a four-year term and shall serve until his or her successor is elected and qualified as provided by statute.
A. 
Powers generally. The President shall have and exercise all the powers and perform all the duties provided or prescribed by law or the ordinances of the Village not in conflict with the provisions of this Code.
B. 
[1]Chief executive officer. The President shall be the chief executive officer and representative of the Village, and shall preside at the meetings of the Village Board. He or she shall sign all contracts on behalf of the Village and shall have charge of and cause to be prepared and published all statements and reports required by law or ordinance or resolution of the Village Board. The President shall grant all licenses and permits, and in the absence or inability of any of the Trustees to act, he or she shall exercise temporary supervision over the department assigned to such Trustee.

C. 
Franchises. The President shall have supervision over all public service utilities and all persons or corporations rendering service in the Village under any franchise, contract or grant made or granted by the Village or state and shall report to the Village Board or other proper officer any failure of such person or corporation to render service or to perform the requirements or conditions of the franchise, contract or grant under which such public service utility is to be operated.
D. 
Designation of appointed officer's duties. Whenever there is a dispute as to the respective duties or powers of any appointed officer of the Village, this dispute shall be settled by the President after consultation with the Village Attorney. The President shall have the power to delegate to any appointed officer any such duty which is to be performed when no specific officer has been directed to perform this duty.
E. 
Appointment of special committees. The President shall appoint such special committees as he or she may deem necessary or as may be directed by the Village Board.

Before entering upon the duties of his or her office, the President shall execute a bond in such amount determined by the Village Board in an amount not less than required by the Illinois Municipal Code. Such sureties shall be conditioned upon the faithful performance of the duties of his or her office.
The President shall act for and on behalf of the Village on formal occasions and receptions. In his or her absence or inability to attend any function, the Village Board may select any other officer to so act.

In the absence of the President or in his or her inability to act, the Board shall elect one of its members to act as president pro-tem.
