For the purpose of this article, the following definition shall apply unless the context clearly indicates or requires a different meaning:
SEWAGE
The solid and liquid body discharges from human beings and the liquid wastes from bathtubs, lavatories, kitchen sinks, washtubs, septic tanks, and floor drains.

No septic tank, privy vault, sink drain, or sewage disposal system shall be erected or constructed in the Village except in accordance with the minimum requirements of the Grundy County Board of Health, and it shall be unlawful to proceed with such work unless a permit therefor has first been obtained from the Grundy County Health Department. All sewage disposal systems shall thereafter be maintained in proper repair by the owner.
It shall be unlawful to discharge untreated sewage or the effluent from any septic tank directly or indirectly to any stream, ditch, ground surface, or abandoned well, or to allow the contents of any privy vault, septic tank, or seepage pit to emit offensive odors or to become objectionable, dangerous, or prejudicial to the public health.
If any disposal system located within the limits of this county serves or is to serve more than 15 persons, and it is proposed to discharge the wastes therefrom into any stream or other waters of the state, a written permit shall first be obtained from the state Environmental Protection Agency, Springfield, Illinois, according to the provisions of the state Environmental Protection Agency Board law. Where it is not proposed to discharge such wastes into any stream or other waters of the state, such wastes shall be treated or disposed of in accordance with these regulations, and a permit therefor shall be obtained according to the provisions of this chapter.
No privies shall hereafter be constructed in the Village.
