An alleged violation of any section of the State of Illinois Vehicle Code enumerated in § 70-2 shall be considered a violation of this article and shall be subject to administrative adjudication pursuant to the provisions of Title III, Chapter 41, of the Village Code. Those violations that relate to parking, standing or vehicle compliance shall be subject to adjudication under the provisions of Section 11-208.3 of the Illinois Vehicle Code.
The Code Administrator set forth in § 41-5 of the Village Code shall also serve as the Traffic Compliance Administrator, with the authority to adopt, distribute and process parking and compliance violation notices, to collect money paid as fines and penalties for violation of parking and compliance violations and to assist with the administrative adjudication system as such relates to violations concerning parking, standing and vehicle compliance. For adjudication of all parking, standing and vehicle compliance violations, notices shall be given as provided in Section 11-208.3 of the Illinois Vehicle Code.

The operator of any vehicle violating or failing to comply with the provisions of the State of Illinois Vehicle Code adopted by reference in § 70-2 above shall, upon a finding of such violation, unless a different fine is specifically prescribed in a different section of the Village Code, be fined according to penalties in § 10-99 of the Code for each offense. However, nothing herein shall prohibit the Village from pursuing other legal remedies of an alleged violation of a provision under § 70-2 in another manner allowed by law.
Whenever there is a conflict between provisions of the Illinois Vehicle Code enumerated in § 70-2 and any other provisions of the Village Code, the provisions of the Illinois Vehicle Code shall govern.
