All persons conducting any type of business from commercial establishments within the Village, unless an exemption applies under § 110-2, shall complete and file a business registration form on an annual basis to operate said business. The word "person" as used in this chapter means any individual person, firm, corporation, partnership or association who or which operates or maintains any type of business within the Village.
The following persons are exempt from the registration requirements of this chapter:
A. 
Persons engaged in businesses that require a specific permit, license or registration under Title XI of the Village Code, including certain advertisers under Chapter 111, alcoholic liquor dealers under Chapter 112, persons engaged in amusements under Chapter 113, contractors under Chapter 114, solicitors under Chapter 115, taxicab drivers and operators under Chapter 116, tobacco vending machine operators under Chapter 117, and itinerant restaurant operators and mobile vendors under Chapter 118; and

B. 
Activities typically conducted by youth under 18 years of age and/or youth organizations, including but not limited to fund-raising for nonprofit organizations (e.g., schools and youth clubs), lawn moving, snow shoveling, and babysitting; and
C. 
Registered nonprofit organizations engaged in fund-raising activities.
A. 
Registration shall be made to the Village in writing on the form provided for that purpose. Each registration form shall contain, at a minimum, the following:
(1) 
Business name;
(2) 
Property ID (PIN #);
(3) 
A description of the type of business;
(4) 
The location or proposed location of the business;
(5) 
Business telephone number(s) and website address(es);
(6) 
Business hours;
(7) 
Alarm type, alarm company name and alarm company telephone number;
(8) 
Identification of the business owner, manager, operator or responsible person, including residential address and telephone number;
(9) 
Key holder name and telephone number;
(10) 
List of hazardous material on site;
(11) 
Location of Knox box;
(12) 
Location of the Fire Protection District that covers business;
(13) 
Information to be used to create the business listing on the Village's website as well as a provision allowing the registrant to opt out of the listing; and

(14) 
Signature line for execution by the person who completed the application.
B. 
All information requested on the registration form shall be completed by the applicant unless inapplicable to the business as determined by Village staff.
C. 
Any person desiring to register a business shall file an application with the Village Clerk or his or her designee not less than 30 days prior to the time said person desires to commence the business operation. Thereafter, prior to continued operation of the business in subsequent years, a renewal application shall be filed not less than 30 days prior to expiration of the term of the existing registration. In the event such renewal application is not filed by this date, a late charge of $10 per month may be assessed by the Village.
D. 
The Village Clerk shall cause to be kept in his or her offices an accurate record of every application received and acted upon, together with all other information and data pertaining thereto, and copies of all registrations issued under the provisions of this chapter. Registrations shall be numbered in consecutive order, as filed, and every registration and any renewal thereof shall be identified with the duplicate number of the application upon which it was issued.

The business registration form shall be obtained from and submitted to the Village Clerk or his or her designee. Upon receipt of a completed registration form, the Village Clerk or his or her designee shall then provide one copy to the applicable fire protection district, one copy to the Coal City Police Department and shall keep the original in the Village's registration file. At said time, the Village Clerk or his or her designee shall also take action to cause said business to be listed on the Village's website unless the registrant opts out of the listing.

Registration shall be valid until December 31 of the calendar year in which it was issued.
As part of the registration process, including any renewal thereof, the Village may conduct an inspection of the business premises and make a determination as to whether the business premises comply with the provisions of all applicable building codes, zoning ordinances and other regulations in force from time to time in the Village. Following the inspection, the Village shall provide the applicant with a written report listing any code violations and establishing a timetable for compliance and correction of each violation. If the timetable established for correction of code violations has expired without the corrections as determined by the Village during a follow-up inspection, fines may be imposed or other action taken as set forth in the applicable Village code, building code or other zoning ordinance provisions.
A. 
No business registration may be assigned, sold, loaned, transferred, used as collateral, or otherwise encumbered.
B. 
The location of any registered business may be changed, provided 10 days' notice thereof is given to the Village Clerk and in the absence of any provisions to the contrary. However, the business premises must comply with the provisions of the building code, zoning ordinance and other applicable ordinances and regulations of the Village.
It shall be the duty of any person conducting a business in the Village to keep said business registration posted in a prominent place on the premises used for such business at all times.
No person shall alter, deface, forge, or counterfeit any business registration issued by the Village.

Whoever violates any provisions of this chapter for which no other penalty is specified shall be subject to the penalty set forth in § 10-99 of the Code.
