It shall be unlawful for any person, except employees of the
Village under the supervision of the Superintendent, to do or cause
to be done any of the following acts:
A. To uncover the public sewer for any purpose or make connection therewith,
or to uncover or open any manhole, flush tank, catch basin or lamphole,
or to do or cause to be done any injury of any kind or in any manner
to the sewer system or any part thereof or appliances thereto.
B. To make or cause to be made any connection with a house connection
branch, manhole or sewer main of a public sewer.
C. To engage in construction of any portion of the sewer system of the
Village except in compliance with the following standards:
(1) Every pipe connecting with the sewer must be of PVC Schedule 35 or
greater pipe for the entire distance from the sewer to a point not
less than six feet outside the inner face of the cellar wall of the
building, at which point it will connect with the cast-iron soil pipe;
it must be sound and impervious, must be solidly laid on a true grade
and must be jointed in the best manner, and its covering for the first
foot in depth must be of fine earth entirely free from stone or rubbish
and well rammed, the balance of the backfilling to be well rammed.

(2) In all cases, gaskets must be used to prevent lead or cement from
running into the pipe, care being taken to clean out the pipe as it
is laid, leaving no mortar protruding on the inside of the pipe and
the joint left perfectly smooth.
(3) No drain connected with the sewer system shall be laid with a less
inclination of grade than one to 100 without the written permission
of the Board of Trustees or its agent or engineer.
(4) All drains connected with the public sewer shall be at least four
inches in interior diameter. No vitrified pipe shall be laid less
than three feet deep; pipe laid at a less depth shall be of cast iron
with well-caulked lead joints.
(5) No more than one building shall be connected with the public sewer
through one drain without a special permit signed by the Board of
Trustees or its agent or engineer.
(6) In opening trenches on any street or public way, the paving or ballast
must be removed with care and kept separate from the balance of the
excavation, and when replaced in the trench, shall be done in such
a manner as to leave the street in practically the same condition
as it was before being disturbed. The earth from the trench must be
placed so as not to obstruct the gutter and so as to cause the least
obstruction to public travel. Water pipe must be protected from injury,
and the open trench shall be properly guarded with a suitable fence
by day and also with suitable light or lights by night, and every
precaution taken to prevent injury to person or property during the
progress of the work.

No trap or any manner of obstruction to the free flow of air
through the whole course of the drain and soil will be allowed, nor
will any return bend be used on the top of any soil or vent pipe.
It shall be unlawful for any person to do or cause to be done
any of the following acts:
A. To throw or deposit or cause to be thrown or deposited in any vessel
or receptacle connected with the public sewer any garbage, vegetable
parings, ashes, cinders, rags or any other matter or thing whatsoever,
except feces, urine, the necessary toilet paper and liquid house slops.
B. To connect any privy vault or cesspool with the public sewer or to
a house or other drain connected therewith.
The Board of Trustees shall have the power to stop and prevent
from discharging into the public sewer any private drain through which
substances are discharged which are liable to injure the sewer or
obstruct the flow of the sewage.

Any person committing an offense against the provisions of this Part
4 of this chapter shall be guilty of a violation under the Penal Law and, upon conviction thereof, shall be punishable for each offense by a fine of not more than $250 or by imprisonment for not more than 15 days, or both.
